I'm guessing there's more to it, i.e. the offender isn't just a gun collector that had one shotgun too many, instead there was probably the intention of committing a serious crime with the firearm.

Not always. I know of people with them legitimately.Sentence justified in my opinion. Only one reason you have a sawn off and it isn’t game shooting.
